the wifi one: everywhere where you have wifi, only some apps / their content may be disfunctional in some countries.
the wifi+3g one: the 3g/4g connection also works in most countries, it depends on your internet provider abbo how costly using 3g/4g may be.
you can use it anywhere, 'while traveling'
though it is for sale in a few countries only.
small differences in the apps and language of software ofcourse.
