Are you looking to reset your device? If so you can do this if you go to: Settings > Backup & reset > Factory data reset > Reset settings.

9,61 Gb. I have done hard reset, clean all files. I have a lot of Free space, I don't have system storage.

If you are referring to your devices system memory you can see under Settings > Memory there is no way to clear this. You should have at least 50 MB, and ideally 100 MB or more, of free System memory to avoid slowdowns and application restarts.
