Turn the ring tone down without it ringing

if I'm in a quiet waiting room and want to turn my ring/notification volume to just audible, I used to be able to do it with the main volume rocker.

Now the rocker just seems to control media volume not ring tone, so I get that I have to click settings and do it from there, but when you do the ring/notification plays at quiet a loud volume, kind of defeats the object if you are in a polite quiet location.

I don't want to use "do not disturb" setting as I quiet often forget to turn that off.

So is there a way around this that I'm missing? I want to preemptively turn down the ring tone without the ring tone playing. Any apps or widgets that I could use?

what if you press the volume down > tap on the bell icon > it will switch to vibrate, if you tap it again it will go to do not disturb, tap it again it will go back to regular notification sound
