After the android 4.3 update I can't see how to create a new alarm in the Alarm & Clock?

If you tap on the clock,there should be a + .

There is a bug where sometimes the Add Button and Settings Button disappear unless you restart App or phone. Horrible bug in a simple app. Also, why, in the 21st century, are we forced to look at an analog clock with no option to switch to digital in this screen? The old Alarm/Clock app for 4.1 was much better.
