Recovery program? you could use softare on a mac or pc to restore pictures, music, videos, etc as long as they were stored on the SD card, anything on the internal storage its pretty much gone

If you are on about Custom recovery's like TeamWin or CWM then visit XDA but you will need Root access to make changes
