It sounds a bit like the messages app is set to make no sound for incoming messages. To change this, find and tap Settings > Apps & notifications > Show all XX apps > Messages > Notifications > Other notifications > Behaviour > Set the behaviour to either "Make sound and pop up on screen" or "Make sound".
