Turbo boost not registering

 When i check my processor details it lists it as an intel core i7 4500U @1.80GHz 2.39GHz.
As i understand it this model should Turbo boost up to 3GHz. Does anyone have a link to 
the correct driver for this CPU?
I manually updated the driver to the latest one on the Intel website by  installing the suggested
 driver - INDOTH-00295906-0082. When I checked in Task Manager it gave me a maximum 
speed reading of 2.39 GHz. I then went to the sony support site, found my model/OS Win 8.1, 
and downloaded EP0000315972- CPPC Driver update. This changed the maximum speed to 
1.80 GHz. I followed that by downloading and installing  EP0000316566 - CPPC Driver (Intel) 
It said-

What does it fix?
Replace Windows 8.1 upgrade driver. 
Fix CPU turbo mode issue. 


This made no discernible difference - the maximum speed stayed at 1.80 GHz.
