When I set the time on the Xperia 1 when Battery care should be activated, does it even work when the phone is turned off?

If you connect the phone to a charger when the phone is turned off, it will use regular charging process as the phone and the system is turned off. So no, when the device is turned off, it is charged without using the Battery Care feature.
