I have downloaded the handbook but when I want to view it a box appears saying it wants a PDF security password, it then says Please enter the document permission password to remove the restrictions, can you please help me.

It may be a setting on your PC; I've just downloaded and opened it without a problem. Here's the link I used, hopefully it will work for you too:
