I HAVE A NEW VAIO DUO11 (3 DAYS OLD) AND THE BATTERY INDICATOR ON THE DEKTOP SHOWS "PLUGGED IN, NOT CHARGING". DO I HAVE A FAULTY BATTERY

What % capacity is the battery showing?

Do you have Battery Care enabled - Vaio Control Center > Power Management > Battery Charge Functions?
