As the application that you are trying to run is presumably connected with Power Panel I suggest that you try re-installing the Vaio power management utility.
If you download and extract the pre installed utilities for your model from Vaio-link, I think that you will find this in Installer folder 5.
That said, it may be conditional on other utilities so the safest option would be to re-install all starting in folder 1.
