Shutdown Problems with RX406

I am having prolems with a RX406, I hope someone can help. This PC was recently bought by my sister from my colleague (jimbo41). Prior to handing over the PC Jimbo reformatted the c:\ drive.
The trouble is twofold, firstly I cannot get the PC to shut down. Every time I try to close it down it immediately goes into reboot mode and starts up again.
One other problem was the PC's inability to read CD/DVD when trying to upload software ALTHOUGH it will quite happily show any DVD films.
Can anyone please help as it is driving me crazy as well as my sister.

Did Jimbo give you the recovery CDs?

Yes all the recovery disks were handed over

I'd suggest re-formatting it then, put all the drivers back on there and original software.
