Sony Customer Service - are they trained to be terrible?

I have been trying to deal with someone called Asem (kdepauw@) on my case (ID 6762815) for so long that this is turning into my worst nightmare. Finally got an offer of a partial refund from him in writing but when I say I want to accept that he simply refuses to reply to any emails. Have tried on many many occasions to go through normal customer services but I have never, NEVER, come across a more obstructive bunch of people in my life. I bought my computer over a year ago and after repair after repair they have finally accepted it is not fit for purpose but WONT DO ANYTHING ABOUT IT. Can anyone help ? PLEASE ?
