SVT1312B4E - How to give access back to users locked out on Windows 8?

I have a VAIO T Series SVT13112B4E model using Windows 8 OS. I am currently travelling with it and my daughter  locked all non admin user accounts. I have looked at PC settings and seen if I can reset passwords or even see what is blocking the accounts but nothing was visible.

Any tips from the community on what might be happening and where to look for a solution?
