What is the best way to get my laptop on line???

I need to be able to use my laptop on line through my mobile phone when im away from home,I did buy a blutooth thingy installed it and it was ringing to the mobile but then nothing ,Commet charge £25.00 and will set this up but its a bit expensive for a poor sole like me I have a nokio 6310i and a SONY PCG FR215S LAPTOP.
