Cannot update apps

Good day guys! Is there a certain amount of memory allocated to just apps? I still have 4.4GB free from my internal storage but both Update Center and Play Store is giving me "Insufficient Storage" message. Screenshots attached. Would appreciate any help or suggestions. Thanks!

Settings-apps-downloaded,how much free memory do you have?

It says 4.4GB. Same as what it says in my screenshot. Under "All" and "Downloaded". Thanks!

Clear data for update centre and google play under settings-apps-all.Restart the device.
