Is there any way I could get NFC to work even when the screen is off or locked?

The reason I ask is because it would be that much more practical to play my music (which I separated by associating Smart Tags with playlists) without having to get my device off my pockets or bag and turning the screen on/unlocking.

Unfortunately no, NFC only works when the screen is active (unlocked). Might be possible with some custom firmware but I'm not sure.

I'd guess it's designed this way so you don't accidentally use NFC when putting your phone in the pocket or on a table.

Ah I see. Makes sense. This could be solved with a simple workaround though, just create tick on/off setting for NFC with off screen. Thanks anyway!
