No USB Tethering option in Tipo Dual

I am unable to see the USB tethering option in my Xperia Tipo Dual phone.

I can only see WiFi hotspot option.

Hence unable to use the Internet connection.

My company provided laptop cannot connect via W-Fi due to policy restrictions set.

Please help me how can I get the same.

Also whenever I connect using USB, the "USB Debugging" option is automatically set even if I disable it.

When you connect the USB cable are you then checking the Tethering section? or does it not matter with USB cable connected or not?
