Sim card locked when going abroad

When I travel to another country my telephone says that the sim card is locked. I can still use Wi-Fi. I haven't made any changes in the settings. What may be the problem??

It could mean roaming is not set up correctly on your account, you may need to speak to your operator.
Have you tried the sim in another phone?
