if i buy the mini pro from tesco will the phone be restricted anyway for upgrades software etc.?
That will depend on whether it's locked and/or branded to a particular network.
I don't think it will be restricted, but depending on if it's generic or operator branded you might need to upgrade now or wait until the upgrade is released with your potential operator.
I use a Tesco sim card in my mini and have no restrictions..
