In Android 9 there is an extra button that you can press to rotate the screen to landscape mode when you are for example, viewing a photo. Have you tried using this function?
You also have an option in Settings > Display, called Auto-rotate screen that you turn on or off.
I just want to make sure that you have posted in the correct board on our forum, so can you also get back to me with which phone model and Android version that you. You can find this information in Settings > (System) > About phone.
