As far as I know:
- You need data on to send and receive MMS.
- You need proper MMS internet settings installed.
- If you are on pre-paid plan, you'll need enough balance to download the MMS (depends on the carrier).

Both Telstra and @Quester are correct. An MMS requires an active mobile data connection in order to be sent or received.
If you have been able to do it in the past without a data connection it is likely that the firmware you had on your phone had a customisation from the network to temporarily enable the mobile data before sending, and disable it after the MMS is sent. This is not a function of the default firmware though.
