I'm sorry to hear about this. 
Do I understand correctly that you are not able to pull down the notification bar and you can't use the back, home and task buttons at the bottom part of your screen, is that correct? If it is, try running the touchscreen test in the phone and see if you are able to clear the entire screen of the fog, this way we can see if the touchscreen is working in these parts of the screen.
You can find the test in Settings > About phone > Diagnostics > Test Touchscreen. I would also recommend that you reboot your phone in safe mode, so we can make sure that a third party application isn't the cause of this. In safe mode all third party applications won't be loaded.
