Infrared Receiver on Vaio RA Series (PCVA IR7U)

Is this device just a receiver or does it also contain an emitter? I want to know if there is anyway that I can use this as an IR Blaster to send IR commands to the set-top box I have plugged into the external video port on my Vaio desktop.

No it can only handle IR for the desktop
