"Fn" button doesn't work!!! Help me please!!!

I have Vaio SZ2HP/B with Win XP Pro (Deu ver. ) I was formated and re-installed with Win XP SP2 (Eng ver).I Installed all Preinstalled Drivers and Preinstalled Utilities but the "Fn" button, Vaio Power Management doesn't work. I don't satisfied with Sony's management. It's seem to be verry complicated!!!
What's wrong with my notebook? What do I do now?

Download ythe preinstalled utilities from Vaio-Link and install the following:

1 Sony Utilities
2 Sony Shared Library
3 Vaio Event Service

Once completed re-boot your vaio.

Now I have another problem. The last problem. The Webcam is doesn't work. What do I do now?
