where can I download a Graphics Driver for my Windows XP VAIO Laptop VGN-BX61XN that will give me OpenGL above Version 2.0 capability

Windows XP VAIO Laptop VGN-BX61XN curently used for SImulation games is extremely slow or freezes altogether - ae there upgrades, fixes or alternate solutions that I can apply?

The integrated, on-board graphics chip in your Vaio is a 'low end' general purpose device for general computing and is not designed for intensive graphics applications.

All you can do is download the latest driver from Intel which should give you Open GL 2.0.  This will give the best available graphics performance unless you upgrade your PC.
