In general:
You will most likely have to downloade a PDF-reader from Google Play Store.
If you use Chrome to download the pdf, it may open in Chrome as they often support such file-format in the browser.
But standalone, you will need a pdf-reader.
Not familiar with Facebook for work, so you might have to search there how pdf-files are handled, etc.
