You can edit photos with any photo app (pixlr gives resize options) and then rename the file that is output from the app .
To resize many, I would recommend using a web based batch image resizer with some having a rename files function.
Hey @Jere100, you can actually rename the taken photos by connecting your phone to a PC, then highlight and rename it. As for resizing photos, I assume you need to download a third party app.
