notification light not blinking

The notification light does not blink, I don't understand why, if some one can help, how to make it blink.

Are you able to supply more information, is this only for certain apps or does this happen with all applications, does the charge LED work or is this localised to notifications only?

Turn it off and check again, the "problem" is Stamina mode

I don't quite understand your question, the notification light should work, just disable the stamina mode and it should work just fine
