Hi Bursar, welcome to the Sony Forums

The best way is to use an iLink (Firewire) cable to connect the DV port on the camera to an iLink port on your PC.

If you have no iLink port on your PC your options will be limited to a USB connection, which requires you run an USB driver that will not work with Windows 7, although the last version to be released (available here) is compatible with Windows XP.

The best software is open to debate; there's a very wide range of options available for video editing and pretty much all of them would work. Free options include Windows Movie Maker, while paid-for programs like Adobe Premiere and Sony Vegas will give you much more flexibility.
