Hello,
I am looking to invest in a camcorder, there are 2 so far that have caught my eye, the Sony Handycam HDR-CX190E and the Sony Handycam HDR-CX210E. I was wondering if anyone would be able to give me a list off the positive and negative aspects of each of the camcorders.

Have a look at this comparison table.
You can see the cameras are very similar in practically every respect; identical sensor, lens and shooting modes means the image quality etc will be exactly the same on both.
The CX210 does offer 8gb internal memory (the CX190 records solely on memory cards) and you may consider the CX210's focus tracking and touch screen controls justify the extra financial outlay. However the price point is the big attraction here, for the CX190 in particular, and when you consider the resulting videos will look much the same on both, you may feel that the best buy is the cheaper of the two.
In general, both cameras score well on price, light weight, ease of use and compact size, and come with with a decent feature set. Battery life isn't particularly long at around 75 mins and you will get noticably better image quality by moving a little higher up the range, however these are marketed as consumer handycams and as such perform on a par with comparable makes.
