Since I upgraded to 4.3, I am having a hard time trying to make outgoing calls. Typically I have to try 10-15 times
before it actually starts dialing. I often end up to using Tasker to place the call for me, which works about 1 out of 3 tries.
Also when receiving calls, speakerphone sometimes is active.
Anyone else with similar problems, and are there a solution?

I would suggest that you try to boot your phone into safe mode to see if the problem may be related to any 3rd party app that you have installed in your phone:

When it comes to the speaker that is enabled when you are answering a call, it's related to the Chrome application. If chrome is running in the background the speaker will be on. Until there is a new update of the Chrome application I suggest that you fully shuts down Chrome after browsing.
To fully shut down the Chrome browser: Tap recent apps > Swipe Chrome app.

The activation of the speaker when receiving calls is caused by Google Chrome being activated in the background. I uninstalled the updates of Chrome and the problem is gone even when the Google Chrome is still in the background. You can also kill Chrome from the background and the problem is solved. This was tested.
I have located the problem, it seems like Tasker somehow is blocking my phone calls. Now I only have to go through my profiles and find what is causing the problem 
After last system update, suddenly calling out and using tasker is not a problem longer. Have been a month with frustration tapping like crazy on screen to get my calls out..
