Hi OlegStepanov,
Have you tried uninstalling the OEM driver/switching to the standard VGA graphics driver prior to installing the driver released directly by Intel? This works for AMD/ATI but not sure about Intel.
Although the following video refers to the AMD GPU it is worth a look..

Hi OlegStepanov
Which Vaio model do you have and is it running the original OS?
What GPU is fitted?
Which driver version is currently installed, which driver are you trying to install and where did the driver come from?

Thank you that worked but it seems like it has not improved my expirience with Anno 2070 it starts of smooth on both low and med settings but then lags after a few mins or so. Any idea why that might be happenig?

If it is possible to change your current GPU, that might work as the Anno 2070 may not be compatible to your current GPU.

Hi OlegStepanov,
Not being a gamer it is difficult to provide advice on this.

Here are details of system requirements for the game and I suggest that you contact the developer for further clarification on whether your notebook should run the game without problems.

If you had a notebook and knew anything about them you would realise that this is not possible as the graphics chip is soldered to the motherboard. Please stop posting such nonsense.
