is your email address a Web based email service something like Gmail.?

If so you may still be able to access them via your browser..

You need the PST file transferred to your new installed OS. If you don't have it, you may need to download everything again.

What is you email domain? Let's hope you pervious outlook setting was not set to download and delete the email on your web email.

Check your mailbox through webmail. If you can still see the old ones, consider it a good news.
