On a Sony Vaio notebook, PCG-F400, would it boot from a usb cd drive?

no, it wouldn't. Most VAIOs are not able to boot via USB.

Most VAIO's will however boot from a Sony USB Floppy Disk Drive, unfortunately no other brand of USB drive would work.

These did retail at about £80 last year.

The F400 might have a VAIO external drive which will work, use the accessory matcher
