I don't think that it's true it only works in low frequencies. It certainly works better in low frequencies but the whole point of noise cancelling becoming better over time is that it covers other frequencies. The fact that Sony has options to "focus on voice" means something is covering the sound of voices.
If there is an issue, and we're not sure there is, Sony should work to fix it if ANC has changed over an update.
