Google Smart Lock does not work.
I have rebooted myself when I connected xz2c to my PC.
Google Smart Lock does not work after that.

There is nothing on the Smart Lock settings screen.

Temporary fix .Trusted sites will disappear again after a few hours. At least they do on my xz2 compact that is less than 6 months old

I share my experience.

In my case it was an app related problem. I had same trouble with smart lock as you mentioned. I sow that an application crashed every reboot. 

As I removed the app I sow no more smart lock stop!

the app was quik (gopro). 

So I think you can look for app that in any way interfering with smart lock (or trusted agents), remove it and try.
