Finally It worked.
I found that the firmware which is installed on my phone was the Singapore version.
Device: Xperia Z5 Premium dual (E6883)
CDA: 1299-2163
Market: Singapore
Operator: Customized SG
Network: GENERIC
Version: 32.2.A.0.253 / R7C
So I just flashed the indian version FTF and bingo !!! It worked.
Device: Xperia Z5 Premium dual (E6883)
CDA: 1299-6238
Market: India
Operator: Customized IN
Network: GENERIC
Version: 32.2.A.0.253 / R6C
Now I can see
1. Notification as "Device is HD capable".
2. VoLTE Icon in status bar.
3. Enable VoLTE option in Mobile networks.
And now I can place a call from sony's default phone app, which shows the option for video call as well.

Yes, I am using relince jio network which supports VoLTE calls.
Tried safe mode as well, still not working.
