How are you calculating this speed.
Are you transferring data from another source.
How full is the drive.
Have you tried checking the disk for errors.
When was the drive last defragmented.

You can calculate the speed with the benchmark test from sisoftware sandra. The drive is not so full and not very much defragmented.
The problem is that the write speed is about 1,6 MB/s, normal would be 16,6 MB/s.

I think that some windows settings are wrong or that windows needs a special driver or so.

Check the Device Manager. In IDE ATA/ATAPI controllers the Primary IDE channel the Transfer mode is set to PIO mode (most likely). Change the setting to change the Transfer mode to "DMA if available" and it will change to Ultra DMA Mode 5. This should make the HDD quicker and get rid of a clicking/lag sound when playing back audio (experienced it myself).
