You need to use two fingers to scroll in the menus as I described in my post above.

Are you sure you haven't enabled talkback?

Hi and welcome to the community! Since you're new please be sure that you have checked out our Discussion guidelines.

It sounds like you have the TalkBack function activated. This can be turned off via Settings > Accessibility > TalkBack > Turn it off.

To be able to scroll in the menus, you need to use finger. And to enter a menu/program you need to tap once to mark, then double tap to enter the marked choice.

Hi and welcome to the community 1lds! Since you're new please be sure that you have checked out our Discussion guidelines.

Have you checked my solution above so your problem is not related to TalkBack? If it still doesn't work, I suggest that you perform a software repair via PC Companion:
http://support.sonymobile.com/global-en/tools/pc-companion/

In PC Companion you press start on Support Zone > Start on Update the phone/tablet software > Repair phone/tablet (the blue clickable link in the message) > Follow these steps without having your device connected to the PC.

Follow the instruction that appears in the program and do not connect your device until this guide tells you how to connect it.
