I would assume if you e.g. have a successfull YouTube channel or many social media followers, you would get contacted by a brand or something.
For amazon it works by you writing many reviews when you are not a product tester yet, which then qualifies you to become one as explained in this FAQ: https://www.amazon.co.uk/gp/vine/help
